David Mayemura, CMCA
President

When David founded Partners Community Management in 2011, he brought with him over thirty years of finance and operations management experience - twelve years at the executive level - in the diverse fields of banking, service, and manufacturing. His expertise included developing and managing multi-million-dollar budgets, successfully negotiating contracts, and administering customer relations centers - three of the most important aspects of successful community management - all of which have served him well in the HOA industry. David is a passionate supporter of education. He is a member of Community Associations Institute (CAI), he holds a Certified Manager of Community Associations (CMCA) designation, and he continues his education by regularly attending seminars and training through CAI.

1954 - 2026

It is with heartfelt sadness that we share the passing of our dear colleague and friend, Pete Ong, on Friday, July 31, 2026.

Many of us-both colleagues and clients-had the privilege of knowing and working alongside Pete during the 44 years he spent in the HOA industry. As our first employee, Pete helped build Partners Community Management into the company it is today. His leadership, integrity, dedication, kindness, and willingness to help others left a lasting impact on our employees, our clients, and the communities we serve.

Pete will be remembered for his unique sense of humor. He had an ability to make people smile, lighten even the most challenging days, and remind us not to take ourselves too seriously. His quick wit, and genuine warmth made him someone people naturally enjoyed being around.

Pete was a trusted friend whose loyalty, wisdom, compassion, and friendship was deeply valued. His loss is immeasurable, and he will be greatly missed by all who knew him.

We honor Pete's life, his many contributions, and the legacy he leaves with all of us.

Karol Ortez
Controller

As Controller for Partners Community Management, Karol oversees all accounting and financial reporting, ensuring the highest standards of fiscal integrity. Since joining the HOA industry in 2010, she has developed deep expertise in navigating the specialized financial landscape of community associations. Karol leads day-to-day accounting operations-including bookkeeping, accounts payable/receivable, and staff management-with a rigorous focus on GAAP compliance and internal controls.

In addition to her operational oversight, Karol provides the budgeting, forecasting, and financial analysis essential to supporting the HOAs' goals. Her diverse background includes experience with both an international construction company and a national security firm. Karol holds a double major in Global Business and Management from the University of Mobile and earned her Certificate of Accounting from UCLA.

Carmen Harper
Director Of Operations/Training

With more than 30 years of property management experience, Carmen brings a wealth of knowledge to her role as Director of Operations & Training at Partners Community Management. After a successful career in property management, she transitioned to the HOA industry in 2013 and joined Partners in 2020, advancing from community manager to her current leadership role.

Carmen understands both sides of community management. As a longtime HOA Board member, she knows firsthand the responsibilities and challenges that come with serving a community. Combined with her experience managing apartments and common interest developments, this perspective allows her to connect with both Board members and management teams in a meaningful way.

A lifelong believer in learning and professional growth, Carmen holds the CMCA and AMS designations through the Community Associations Institute (CAI). She is a UCLA alumnus and also obtained a certification in paralegal studies from West L.A College.

She is a generous leader supporting our team and helping Partners deliver thoughtful and knowledgeable service to the communities we serve.

Candice Baron
Director Of Business Development

Candice has been part of the Partners team since 2018 and has been serving the HOA industry since 2001. With more than two decades of industry experience, she works closely with Boards of Directors to understand their unique needs and challenges when considering a change in management services. She is passionate about building strong, trusting relationships and is committed to helping Boards understand the value, resources, and personalized service that Partners brings to the associations it serves.

Beyond client engagement, Candice plays an integral role in the company's communications, culture, and brand and participates in the HR hiring process.

Candice stays current on industry trends and best practices through Partners Community Management's internal training programs and educational opportunities offered by CAI and other HOA industry service providers.
